Quick Summary

The Pink Slip (Alien Registration Certificate / ARC) is the temporary residence permit for non-EU/EEA/Swiss nationals who intend to stay in Cyprus for more than 90 days in any 180-day period. It is a laminated card, renewed annually, and must be held regardless of whether you have a Cyprus company. Government fee: €90 (€70 application + €20 registration). Full processing: 4–8 weeks from submission.

What Is the Pink Slip?

The Pink Slip — officially the Alien Registration Certificate (ARC) or Temporary Residence Permit — is issued by the Civil Registry and Migration Department (CRMD) to non-EU/EEA nationals who wish to reside in Cyprus for more than 90 days in any 180-day period. The document is a laminated card, pink in colour (hence the colloquial name), approximately the size of a credit card.

Unlike the EU Yellow Slip, which is a declaration of existing rights, the Pink Slip is a permit that grants the right to reside in Cyprus. It must be renewed — typically annually — and holding it is a legal obligation for all non-EU nationals physically present in Cyprus beyond the 90-day Schengen-equivalent threshold.

The Pink Slip does not automatically grant the right to work in Cyprus. Work authorisation depends on the category under which the ARC is issued. Company directors who hold their own Cyprus company (Category B) are authorised to work through their directorship, but employees must have a separate work permit obtained by their employer through the Department of Labour.

Who Needs a Pink Slip?

The Pink Slip requirement applies to all non-EU/EEA/Swiss nationals, regardless of the purpose of their stay, once they exceed or intend to exceed 90 days of physical presence in Cyprus within any 180-day period. This includes nationals of all countries outside the EU/EEA and Switzerland.

  • US, UK (post-Brexit), Israeli, Ukrainian, Russian, Australian, Canadian, and all other non-EU/EEA passport holders
  • Non-EU company directors and shareholders of Cyprus companies who reside in Cyprus
  • Employees of Cyprus companies who are non-EU nationals
  • Financially independent persons of non-EU nationality living on foreign income
  • Non-EU retirees and persons of independent means
  • Non-EU students at Cyprus universities and colleges
  • Non-EU family members (spouses and children) of Cyprus citizens, EU residents, or existing Pink Slip holders

Important

If you own or direct a Cyprus company but do NOT physically reside in Cyprus for more than 90 days in a 180-day period, you do NOT need a Pink Slip. The obligation is triggered by physical residence, not by company ownership or directorship alone.

Categories of Pink Slip (2026)

Applications are assessed by category. Your category determines the documents required and the basis on which your permit is granted. The main categories are:

Additional Documents for Category B (Company Director)

Category B is the most common route for non-EU entrepreneurs who have incorporated a Cyprus company and wish to relocate to Cyprus. In addition to the core documents above, applicants must provide:

  • Certificate of Incorporation from the Cyprus Registrar of Companies
  • Certificate of Registered Office
  • Board resolution appointing the applicant as director
  • Memorandum and Articles of Association
  • Audited accounts or management accounts demonstrating company revenue and activity
  • Social Insurance registration confirmation showing contributions are being paid
  • Employment contract (or service agreement) between the director and the company specifying remuneration
  • Company bank statements demonstrating active business operations
  • Evidence of business substance: office lease, utility bills, employee records if applicable

Category B Substance Requirement

CRMD officers assess whether the Cyprus company has genuine economic activity in Cyprus. Companies that exist only on paper — with no local office, no social insurance contributions, and no demonstrable operations — are unlikely to support a Category B Pink Slip application. Ensure your company has substance before applying.

Application Process — Step by Step

  1. Gather documents — allow 2–4 weeks for the criminal record certificate from your home country. This is typically the longest lead-time item. Once obtained, have it apostilled by the competent authority and translated into Greek by a certified translator.
  2. Prepare your company documentation (Category B) — ensure audited or management accounts are current and that Social Insurance contributions are up to date.
  3. Submit your application at the local CRMD/Immigration office for your district. Walk-in submissions are accepted at most offices; appointments can be booked online at migration.gov.cy.
  4. Biometric data collection — at CRMD, your photograph and fingerprints will be taken. This typically occurs on the same day as submission or within 1–2 weeks of a complete application being accepted.
  5. ARC card production — the Pink Slip (ARC card) is produced centrally and sent to your CRMD office. Collect in person.
  6. First-time Category B applications may include an interview with an immigration officer to verify the substance of your Cyprus company and the legitimacy of your residency basis.

Document Checklist Tip

Never submit original documents that cannot be replaced easily — keep certified copies. CRMD typically accepts certified copies for most items, retaining only the copies on file. However, bring originals to the appointment for verification.

Validity, Renewal, and the Path to Permanent Residence

The initial Pink Slip is typically issued for 1 year. Renewal applications must be submitted at least 2 months before expiry — submitting too close to the expiry date may result in a gap in your legal residence status.

Renewal requires largely the same documents as the initial application, updated to reflect current circumstances: renewed criminal record (apostilled and translated), updated proof of accommodation, current health insurance policy, and updated company/employment documentation.

After 5 continuous years of legal residence in Cyprus under an ARC, non-EU nationals may apply for Long-Term Resident status under EU Directive 2003/109/EC as transposed into Cyprus law. Long-Term Resident status provides enhanced protection and broader rights.

After 7 years of continuous legal residence (with a qualifying period that includes tax residency and cultural integration requirements), non-EU nationals may apply for Cyprus naturalisation (citizenship). Cyprus citizenship provides full EU citizenship rights.

Pink Slip, Non-Dom Status, and Tax Planning

Non-EU nationals who hold a Category B Pink Slip (company director), qualify as Cyprus tax residents (183-day rule or 60-day rule), and have not been domiciled in Cyprus for the previous 17 years are eligible for Non-Domiciled (Non-Dom) status.

Non-Dom status exempts the holder from Special Defence Contribution (SDC) on dividends, interest income, and rental income for 17 years from the date of first Cyprus tax residency. Under the 2026 reforms, domiciled Cyprus residents pay 5% SDC on dividends — Non-Dom holders pay 0%.

For a Category B director who draws dividends from their Cyprus company, the Non-Dom exemption represents a 5% saving on all distributed profits, compounding annually for up to 17 years. On €100,000 of dividends per year, that is €5,000 saved annually — or up to €85,000 over the full 17-year Non-Dom window, in addition to other Cyprus tax advantages.

Non-Dom + Non-EU = Powerful Combination

Many non-EU founders incorporate a Cyprus company, apply for a Category B Pink Slip, establish Cyprus tax residency (60-day or 183-day rule), and claim Non-Dom status. This structure delivers 0% SDC on dividends, 15% corporate tax (with deductions), and 0% capital gains tax on share disposals — one of the most efficient legal tax structures in Europe.

Common Mistakes to Avoid

  • Applying too close to the expiry of your entry visa — you need to have entered Cyprus legally (typically on a 90-day Schengen-equivalent entry) and must apply before that entry authorisation lapses
  • Obtaining the criminal record from the wrong authority — it must be issued by the national police authority, not a local/municipal office; Interpol checks are sometimes additionally requested
  • Insufficient financial documentation for Category B — management accounts, social insurance records, and company bank statements must collectively demonstrate genuine business operations
  • Health insurance with material exclusions or insufficient coverage — policies must cover Cyprus, have minimum €30,000 coverage, and not contain exclusions that effectively reduce the coverage
  • Failing to register social insurance contributions before applying as a Category B director — CRMD officers verify Social Insurance status and unpaid contributions are a common reason for delays or refusals
  • Missing the renewal window — apply at least 2 months before expiry; overstaying a Pink Slip is an immigration offence with fines and can affect future applications

Häufig gestellte Fragen

Can a non-EU company director get a Pink Slip in Cyprus?

Yes. Category B specifically covers non-EU nationals who are directors or shareholders of Cyprus-registered companies. The company must demonstrate genuine economic activity in Cyprus: a registered physical office, active Social Insurance contribution records, and demonstrable company revenue or operations. A dormant or shell company is unlikely to support a successful Category B application.

How long does the Pink Slip application take?

The full process from starting to gather documents to receiving your ARC card typically takes 6–10 weeks. The bottleneck is usually the criminal record certificate from your home country (allow 2–4 weeks). After submitting your application, biometrics are collected within approximately 2 weeks and the ARC card is issued 4–8 weeks from submission.

Do I need a Pink Slip if I own a Cyprus company but live abroad?

No. The Pink Slip is triggered by physical residence — spending more than 90 days in Cyprus in any 180-day period. If you are a non-EU company director who is not physically relocating to Cyprus (i.e., you manage the company remotely from another country), you do not need a Pink Slip. The obligation arises only when you establish actual residence in Cyprus.

Can my family members get Pink Slips too?

Yes. Spouses and dependent children under 18 (or under 25 if in full-time education) can apply for family reunification Pink Slips (Category D) once the primary applicant's ARC is approved and in force. The family reunification application requires proof of family relationship (apostilled marriage/birth certificates), the primary holder's ARC, proof of sufficient income to support the family, and appropriate accommodation.
