EU nationals have visa-free access to Cyprus, but that doesn't mean registration is optional. Anyone staying more than 90 days must apply for ARC regardless of visa requirements.
Cyprus requires proof of 'sufficient resources' — the unofficial minimum is approximately €500/month, but banks and officers often expect significantly more. Underdocumented income leads to rejection.
GESY (the national health system) is only available after you have ARC. For the application itself, private comprehensive health insurance is required — and must be valid before you apply.
The ARC address must exactly match your actual residence. PO boxes, mail-forwarding addresses, and temporary addresses are rejected. Rental agreements must be certified by the local Muhtar.
