Three statuses, three purposes
(1) Residence by Investment — gives you a residence right based on a Cyprus investment. (2) Permanent Residence — gives you long-term right to live + work in Cyprus, leads to citizenship after 7 years. (3) Tax Residency — determines that Cyprus is your tax home for income-tax purposes. They are INDEPENDENT and you can hold any combination.
Cyprus's Citizenship-by-Investment (CIP) programme was TERMINATED on 1 November 2020 following EU pressure + reputational concerns. There is no current direct citizenship-by-investment route in Cyprus.
Some pending CIP applications continued processing post-2020; the regime is effectively closed for new applicants.
The most direct investment-driven Cyprus residence in 2026 is the FAST-TRACK PERMANENT RESIDENCE under Regulation 6(2) (Category F), discussed in our PR roadmap article:
